Senator Merkley, I think this issue of jurisdiction is not as clear cut as possibly presented because This is not involving impoundment and it is the Appropriations and Budget Committee together that have joint jurisdiction over rescissions. And in fact, if we remember being on the floor on the rescission when there were motions to refer to committee, it wasn't to the Budget Committee, it was to this Committee, it was to the Appropriations Committee.
