When Wisconsin soldiers went south to end slavery, our legislature wanted to make sure that the Civil War would not keep those soldiers from participating in democracy that they were defending. And so We were among the first states to legalize voting by mail so that our soldiers could continue to participate. Like many Wisconsin innovations, this one has proven to be such a good idea.
