We're not losing that money. For the taxpayer, the pressure stays on members of Congress and just finished their work. It's a very pragmatic solution. We have a situation where in state prisons, they can't block and jam cell phone signals. So if someone sneaks a cell phone in, prisoners are able to get access to it. That's a really big problem.
