It is a bureaucratic entity that, by the way, there is wide perspective to be able to get rid of it entirely because it literally slows down the intelligence gathering across all of our intelligence agencies. It is an experiment that was put in place after 9/11. 9, 11 that I think in the days ahead there will be a decrease of those folks that are actually there.
