Earlier this year, I signed laws to make it tougher for dangerous criminals to be released from on bail. And then later this month, Texans across the entire state are going to have the opportunity to vote on a constitutional amendment requiring the denial of bail to the most dangerous criminals in our state. Today we are announcing a crackdown that targets repeat violent criminals. But let me start out by being clear about something. The city of Houston and Harris county have already reduced crime rates.
