You have to have a vote before an election and then you have to have a change in the General assembly and then you have to have another vote and then it goes to a referendum. Well, The vote they took was already 35 days into a 45 day voting period. Million people had already voted in the election and they tried to package that up as a legitimate first vote. It's not. With that said, I'm terribly frustrated with our Supreme Court in Virginia who refused to take this up and opine on it in time. They said they'll opine on it later. (46:17–46:32)
