Because The Virginia Constitution is really clear. You have to have a vote before an election and then you have to have a change in the General assembly and then you have to have another vote and then it goes to a referendum. Well, the vote they took was already 35 days into a 45 day voting period. Million people had already voted in the election and they tried to package that up as a legitimate first vote. (46:03–46:17)
