Well, first of all, normally it is automatic to do what we call a continuing resolution, keep the government open while the parties negotiate. I don't know. There's been times since I've been in Washington in which we pass the annual budget on time. This is the budget or the appropriation bills for the year beginning October 1st. And normally Congress, both houses, without a lot of controversy, pass a resolution saying, let's keep spending at last year's levels until we wrap this thing up. (31:08–31:16)
