When you try to build trust in a community, you need to make sure that the people that you're serving believe in what you're doing. When I was at Phoenix pd, we had a citizens review board. We took people that were educated and had gone through the citizens academy and understood what policing was about, to look at what we did and it was more about the understanding that they gave us and the input that they gave us.
