There has to be a way that people come and go out of jail that have are first time offenders, whatever that might be. And if you look at the understaffing in the jail that has been spoken about earlier, There's 600 corrections officers short, but they're not using the inmates. Twelve hundred of the 6,000 inmates have a bond that is less than $1,000. But you and I as taxpayers are giving them three squares a day. (18:39–18:45)
