The second one is to help people start businesses. It really doesn't need to be much more complicated than that. I serve as Ohio's Chief Elections officer and in that role I supervise our Ohio has 88 county boards of elections. I set the statewide standards. The real work is done at the local level, however, and our county boards are largely autonomous in each of our 88 counties. (03:26–03:34)
