And so here, part of the issue is if you have to do some renovation in a jail, you have to start bringing it up to code as well. You may have some exemptions, but once you start doing that work, DOC is going to make you bring it up to code. And usually when that happens, you have even less cells that you can house inmates. And then the classification issues that you've touched on means that you may technically have the space, but you can't have certain people. (44:26–44:29)
