So I think we need to deal with moving and having people take responsibility of their health and buying their health insurance or health services. Now let's deal with the complicated part of the problem outside of Fraud [is] systemic in our healthcare industry. I'm sure your paper has written about it. In fact, I remember the Washington Post reading back in 2006 or 3, 2007, they did a GAO study or GAO did a study on home health care. (10:33–29:17)
