For three decades, these force on force exercises have made sure that nuclear facilities are ready to prevent and to mitigate and to respond to security threats that could lead to widespread disasters. Force on force inspections were strengthened in the aftermath of 9 11. In 2005, I wrote the provision of the Energy Policy act that ordered inspections to be, quote, conducted by the Commission and for those inspections to be, quote, free of any conflict of interest to ensure integrity.
