Just look at the US House. We were supposed to do a big permitting reform bill on the House floor last week. We didn't get it done. Some conservatives felt like the reforms we were making to make it easier to build highways and broadband and water projects also made it too easy to build renewable projects. Right. This week we are trying to do that bill again, and we're not sure we're going to be able to get it done this week. (07:46–07:56)
