The reason being is we are no longer consumers in the healthcare marketplace. We are no longer negotiating prices. And I can get into the backup and why that's the case, but Price transparency is the key and then trying to put market forces in there. So we negotiate prices and we start allocating places differently and you can even deal with the stop loss insurers in a bill that was called TexMed re and other things to try to get more insurance in there.
