They weren't sure that in certain areas of America, poor kids in need of help would be given a chance in the school system, particularly kids of color. So they went their separate way. Head Start became operation and an agency which served children at an early, early age and was not necessarily engaged or involved in the school system. I think of that conscious decision being made in Washington for a national program sensitive to the racial impact it could have and the decision, a rather bold one at the time, to go their separate way.
