Actually it did launch the commanders and extremist force launched with a complete package on a C130 including comms, medical stuff and then everything you could possibly need. That's a lift and shift package. And that launched. They were unable, they were not given country clearance to land in Benghazi. And that was not a Title 10 country, meaning that was under chief of mission authority. Who's the ambassador? That's Stevens. The next person in the chain of command I believe was Tina Kadunao.
