But on workforce housing, when we think about the types of housing out there, I think low and very low income housing typically requires some kind of state subsidy. Private developers won't do this on their own because it's unprofitable for them. Workforce housing is a little bit different because you can create units that are a little bit smaller. You don't need a five bedroom, multi million dollar mansion. And that's obviously what developers in Orange county want to produce because that's the highest gains for them. (16:33–16:38)
