“The second thing is that what the bill does, it's been growing at double digit, but what the projections were going forward were 6% a year for Medicaid. What the bill does is it bends the curve to 3% a year growth. So Medicaid, based on the bill that was passed, will be growing at 3% a year, the rate of inflation. So it's not cutting.
