So I think this is the starting point, this is the beachhead in terms of figuring out how to balance those considerations that I was talking about in terms of national security and others without stifling innovation. America is an innovation machine. We've proven time and again we can lead the most important innovations in the world. And we've also proven that government can screw that up.
