Congress, War Powers act is a very good example where Congress wants a say and there's a lot of dispute between Congress and the President. Who's this and that? Who has the authority? The President is the commander in chief, so he can order the troops to wherever he wants to. And I don't truly agree with that, but I think the question's a lot more complex than you're suggesting.
