It is a failure of the leadership in the Department of Corrections. As you know, the secretary had left that post before all this broke because I think he knew it was coming. It is a failure of the governor to know what's going on within his prison system. There's 10,000 employees that work for the Department of Corrections. It should be one of the agencies he's paying a Lot of attention to, and especially when there was deaths popping up, he should have been perking up and asking questions, and he was not. (30:06–30:11)
