There are about 350 shelters. I've been in a third of them, some of them MICA shelters for the mentally impaired and for the chemically addicted. And boy, There are no rules and regulations there. It's like the Shining with Jack Nicholson. You've got to protect these people. And if they're not protected, they're going to seek other places to live in the parks, in the streets, in the subways.
