Why should we tell the person who is just having a little fun that they should pay taxes even when they lose? No, we just don't do that anywhere else in government. We certainly should tax people when they win. We have the highest casino gaming tax in the country. So we actually tax the corporations that are doing these things a lot of money. And that's great because it's money for our schools and helping firefighters with cancer, but we shouldn't hurt the little guy. (23:54–23:58)
