I served with a representative from Puerto Rico who was a Republican. So I don't think it's really about partisanship. I think it's more about representation. And D.C. is an area that has more people than some of our states and doesn't have any representation at the federal level. And so I think that, and particularly when you consider how much of that population is African American, that that increases the argument for why it should be able to access statehood. (21:11–21:46)
