FISA program is foreign surveillance intelligence. I'm not going to get into the details of the program for obvious reasons, but it's used. What we said in the House version was anybody that abuses the system or uses the system intentionally outside of its purpose should be subject to criminal penalties and major fines. Now, some people in the intelligence community didn't like that recommendation, but I said to them, the Fourth Amendment is clear. We have a responsibility to protect the privacy of people.
