Yeah, it's a mess. A lot of the issues that are frustrating Americans today, especially young Americans, the reason why they don't change is because of the United States Senate. In the House of Representatives, we pass all kind of bills. We pass them all the time, we send it to the Senate. And in the Senate, it dies. And it dies for one very important reason. It dies because the Senate can't clear their filibuster. The filibuster as we know it today was actually brought into being around 1915, 1917. (11:13–11:20)
