Well, the reason is because they were so dependent on Covid era funding and that now that that funding is getting cut off, they're not, you know, in fiscal enough shape to be able to deal with that. And Thankfully in Georgia we didn't go down that route because we knew, you know, this was going to be one time kind of short term money to help us get through the pandemic. It doesn't mean that, didn't mean that the government was going to stay at that level, you know, in perpetuity. And so there's got to be a reset. (07:42–07:50)
