In the 2000s, IEDs were killing and wounding US troops in Afghanistan at an alarming rate. Through legislation to stop the flow of ammonium nitrate used in IEDs, as well as pushing the Pentagon. By 2012, deaths by IEDs had dropped significantly. But passing legislation isn't the only measure of success in the Senate.
