We vote on 22% of our entire budget. Our entire expenditure topples over 7 trillion. We only vote on 22% of it. The vast majority of it is mandatory spending. The Comprehensive Congressional Budget Act will force Congress to be able to vote on the entirety of the expenditure every year. Now, it's going to be a tough.
