Now, I haven't seen the memo myself. Like many of you, I've seen reports of the memo, and apparently it became public because of a whistleblower. It wasn't anywhere. It was not in the Federal Register. but it now appears I haven't heard any anything to dispute it. So assuming that it's valid, that the memo says what it does, it's blatantly unconstitutional and the official who promulgated it should be called before Congress and answer some questions about it.
