There are several ways to look at this and it is, number one for me is addressing the attrition rate and addressing the vacancy rate between uniform and non uniform NYPD. We've got about 2,400 vacancies [in the NYPD]. We need to fill those. That's a lot, right? Those vacancies should be filled. They should be looked at in a more active way in filling those vacancies.
