And they're thinking about whether their train will arrive on time, whether government will provide the services it has promised. For too long, as New Yorkers have asked these questions, City hall has not raised its hand to help. The people of our city have been left to fend for themselves. We hold a mighty responsibility, not just to govern with honesty and integrity, not just to deliver relentless improvement.
