The other thing is when you freeze the rent, you still can work to ensure that you're bringing costs down for the landlords of those units as well. So Landlords of rent stabilized units have seen their insurance costs double. They've seen them skyrocket. There's a way for city government to be a partner in starting to bring those costs down.
