To understand how these reforms came to be, I want to echo the words of Deputy Mayor Suh and take us back to January, when I signed an executive order that directed seven city agencies to identify bureaucratic headaches holding our small businesses back and create a plan to fix them. As we pursued this work, we hosted roundtables, convened small business leaders across the five boroughs to understand their concerns.
