I know that we have a lot of great examples of what local law enforcement, including the Iowa Law Enforcement Academy, does for rules of engagement in these type of tense situations. But I also want to know what the strategy forward is. If we have federal immigration officers who can't even leave their compound to go out and pursue illegal immigrants who are here and doing dangerous things in some cases... then what is their strategy to be effective? We've got to be able to make sure that this is a whole of government, but also include our community in these conversations. (08:32–08:42)
