Well, I think an expansion, what worries me about that is a tit for tat reaction. Anytime the Senate gets switched, anytime the White House switches, you're going to get more pushes to expand. So What I propose is some combination of expansion, plus rotating circuit judges on and off the federal appeals court, plus term limits. So, and also, one thing that I'm still thinking through is whether we want to randomize cert petitions as well. (47:50–48:01)
