“Thank you, Mr. Chairman. I yield myself such time as I may consume. Without objection. Amendment 85 addresses a very similar challenge as Amendment 818, but through a more targeted approach. This amendment would require the US army to acquire easement along the Santa Ynez pipeline in California. Not properly ownership in ease, not property ownership, but in easement. For more than a century, the US army has used its existing authority under Title 10 to acquire easements that protect critical supply chains.” (00:21–00:28)
