The House finally got there. We got fit 21 across the finish line. Last Congress and now we've got clarity across the finish line, and it's a better product. There is more momentum in the Senate, but frankly, going into the debate last week, a lot of the senators that I talked to, Senate staffers, lobbyists, journalists in the space, all felt like there really wasn't momentum in the Senate. And frankly, that's part of where some of the senators are like, you guys need to really have a fight over this in the House so that the White House gets more engaged with the Senate. (16:33–16:47)
