You know, by creating, you know, again, if I've given you the breakdown of Texas where 40%, it's 40% white, 40% Latino, and you have about 13% black, what's happening is that The government is creating these districts in El Paso and Houston, in Dallas and Austin, and they're geographic hotspots, and they create a Latino district and they create a black district. And what they do is that I refer to them as waste bin districts, because the more Latinos and blacks that they can put in these strategic districts that they've created, the more white districts they get to create.
