They tried this ruse that they were. They were trying to protect black and Hispanic voters, when in fact, they were intentionally discriminating. The court found that the Department of Justice letters, statements made by Republicans, were very clear that the intent was to use race to discriminate against Hispanics and blacks throughout Texas. And that's ultimately what the court determined that violates the 14th Amendment of the Constitution and violates the Voting Rights Act. (00:24–00:36)
