By November 2001, it was the CIA's Special Activities Division, not the US military that had taken Kabul and the fortress called Mazar I Sharif. The CIA targeted Bin Laden as early as December 2001. But as was so often the case during the tenure of George Tenet, the CIA failed to capture Bin Laden. Tenet became CIA director in 1997, just as Bin Laden was issuing his first fatwa against the United States. (24:00–24:05)
