There hasn't been for many, many years. But these are used as a tool in order to get other countries to live up to their end of the bargain. Canada does not fulfill their end of the bargain when it comes to many things with the USMCA agreement, for instance. So it is a tool. And again, the whole point of this is to negotiate free and fair trade, to re industrialize our country, incentivize manufacturers better paying jobs in this country so that we can export to other countries.
