Because they didn't return all of the surplus to the taxpayers. I believe all of that money should have been sent back to the taxpayers. I mean, think about the budget. Last year [the budget] went up $15 billion and the taxpayers would have gotten $2.5 billion back. So in other words, about 30% they would have gotten back.
