But in my view, states that do this should not get a federal match at all. This bill also confronts another growing able bodied working age adults draining Medicaid. Back in 2000, there were 6.9 million able-bodied working-age adults on Medicaid; today, over 34 million. And in states with available data, over 60% of these individuals have no earned income at all. This isn't sustainable, it's not right, and it's not fair to those who truly need the program. (02:31–02:38)
