I call that a crisis. And it's getting worse, not better. And We've had two crises on the southern border declared by President Obama. One related to drug cartels. We know that's a crisis. The other one was actually another one of these unaccompanied children surges in 2014, where Congress then gave him what he asked for, which is about 3.7 or $9 billion. (10:36–10:42)
