When I got here, Connecticut, where Rosa was from, five members, three were Republicans. They're all gone now. And it's unthinkable a Republican is going to win there anytime soon. So The blue places in the country have gotten bluer, the red places have gotten redder and partisan alignment. So the politics of how you pass something is very different than it was back in the early 2000s. And that transition probably was the sharpest beginning in 2010 with the rise of the Tea Party.
