Article 1, Section 5, Clause 2 of the US Constitution grants each chamber of Congress the sole and exclusive right to determine the rules of its proceedings. Given that, how can we impose upon the Senate or even ourselves or the colleagues through statute, you know you will proceed in this way. A lot of us have problems. (04:35–04:48)
