Would it take a constitutional change here for that to happen? I believe so. That's the way it is. And I look to your listeners, I want to be clear. I think Minnesota maybe along with Iowa, we probably do this as as good as anybody, nonpartisan, we make the maps and they're thrown out. Then it's nonpartisan. Judicial redistricting, gerrymandering is a threat to the democracy. I'll get that out there. But that's just because there hasn't been a trifecta in a redistricting year. (16:39–16:47)
